Dr.Frank Habineza entered Rwandan politics, on 14th August 2009 by publicly declaring the formation of the Opposition Democratic Green Party of Rwanda (DPGR) an alternative to the dominant Ruling Rwanda Patriotic Front of President Paul Kagame.

“Dr.Habineza received a honorary doctorate of humanities due to his fight for democracy and human rights.”

He is also the President of the African Greens Federation a coalition of 30 political parties and movements across the African Continent (www.africangreens.org).

He represents Africa on the Council of Global Greens and is now a member of its Executive Committee (www.globalgreens.org).

BIOGRAPHY

Honorable Dr. Frank Habineza is a Rwandan politician, public administrator, and security and defense expert. Born on February 22, 1977 in Mityana, Uganda, he currently resides in Gasabo, Kigali City, Rwanda.

Habineza has an extensive background in government, civil society, and international organizations. He has served as a Member of Parliament in the Republic of Rwanda since September 2018 – June 2024 and as Vice President of the Social Affairs Committee in the Chamber of Deputies since October 2018. Prior to that, he was the Executive Director of the African Greens Federation from May 2018 to February 2019.

His political career includes being the President and Legal Representative of the Democratic Green Party of Rwanda since August 2009. He was also the President/Legal Representative of the African Greens Federation from April 2010 to May 2018 and a Board Member of the Global Greens Coordination from April 2008 to February 2024, serving on the Executive Committee from April 2012 to September 2019. In February 2024, he became an Ambassador for Global Greens.

Academically, Habineza holds a Master of Science Degree in War Studies from the Swedish Defence University, a Bachelor’s Degree in Public Administration from the National University of Rwanda, and a Doctorate of Humanities (Democracy and Human Rights) from Bethel University in the United States. He is also pursuing a Bachelor of Laws degree from the University of Kigali.

Habineza has extensive experience in environmental conservation, having served as the National Coordinator for the Nile Basin Discourse Forum in Rwanda from May 2006 to May 2009 and the Executive Chairman/President of the Rwanda Wildlife Clubs/Rwanda Environmental Conservation Organisation from September 2000 to September 2005. He has also held various positions in international organizations such as the United Nations Environment Program, the International Union for Conservation of Nature, and the Global Environment Facility/Small Grants Program.

With his diverse background in politics, public administration, security and defense, and environmental conservation, Dr. Frank Habineza is a prominent figure in Rwanda and the international community.
